REBATE PLUS OPTION

Customers who satisfy the PG&E Pre-Owned EV Rebate program requirements and are income-qualified may be qualified for the Rebate Plus option of $4,000.

If a candidate fulfills all other program requirements and qualifies under Eligibility Scenario 1 or Scenario 2 below, they may be qualified for the Rebate Plus option. If a candidate gets a refund for the Standard alternative, the applicant might not use again later on for the difference in between the Standard choice and the Rebate Plus choice, regardless of earnings certifications at the time of (or after) the original application.

If another person declares the candidate as a reliant (for the federal earnings tax year utilized to validate candidate income eligibility) the applicant is not qualified for the Rebate Plus choice, despite the candidate's earnings or enrollment in a certifying public support program. Vehicles signed up to a trust are not eligible for the Rebate Plus option.

What documents need to be sent to make an application for the Rebate Plus choice?

Eligibility Scenario 1: Enrollment in a Qualified Public Assistance Program

An applicant may receive the Rebate Plus alternative if they got involved in, and can supply proof of, registration for at least among these public help programs on the date the car was purchased or leased:

- Bureau of Indian Affairs General Assistance
- CalFresh/SNAP (food stamps).
- CalWorks (TANF)/ Tribal TANF.
- Drive Clean in the San Joaquin Replace Program *.
- Bay Area Clean Cars for All **.
- Head Start Income Eligible (tribal only).
- Low-Income Home Energy Assistance Program (LIHEAP).
- Medi-Cal (income-qualified Medi-Cal only).

To certify, the candidate's name should match that of the participant registered in the qualified public support program and the proof of enrollment need to be dated within 12 months of the application submission date. Applicants listed as a reliant on their proof of public help documents are not qualified for the Rebate Plus alternative. If a candidate is under the age of 18, additional documents will be asked for to verify reliance status.

* Applicants with applications and supporting documents sent on or after June 13, 2023 may certify for Rebate Plus by offering their Drive Clean in the San Joaquin Replace Program approval letter that verifies their verified family earnings is 80% or less of the Area Median Income (AMI) for the applicant's county.

** Applicants with applications and supporting documents submitted on or after May 22, 2025 may receive Rebate Plus by supplying their Bay Area Clean Cars for All Program approval letter.

Eligibility Scenario 2: Income Verification

If the applicant's household meets the yearly gross earnings limitations for their household size and the county in PG&E's service territory where the applicant lived when the vehicle was bought or rented, the candidate may get approved for the Rebate Plus choice:

Household size includes the taxpayer( s) and any individuals who are claimed as dependents on one federal tax return. A tax household may include a partner and/or dependents. Individuals who live at the service address but who are not listed on the candidate's filed income tax return will not be included in the "family size" for refund purposes.
Household earnings is identified by evaluating IRS tax return records. It includes the gross income of both taxable and non-taxable earnings sources of all home members ages 18 and older as shown on the most just recently submitted income tax return records available within 2 years of the vehicle's date of purchase or lease. This consists of, but is not restricted to, the following: earnings, unemployment, workers' settlement, Social Security, Supplemental Security Income, public help, veterans' payments, survivor advantages, pension or retirement earnings, interest, dividends, rents, royalties, income from estates, trusts, educational help, spousal support, child assistance, assistance from outside the home, and other various sources.
Dependents are not qualified for the Rebate Plus alternative. Dependency is determined by if the candidate is noted as a based on another person's tax return records or if the candidate's tax return transcript reveals an exemption variety of 0.

What if the applicant has not filed taxes for the year the car was bought or leased? How is the applicant's federal tax return utilized to compute earnings?
